succeed的使用方法疑问

There is no one but succeeds in being admitted into the key university.

老师讲的一个句子，succeed是否用错了，感觉but后应该是动名词形式。

另外如何翻译最好？

but 有一个比较特殊的使用方法，相对少见。就是用作关系代词，带有否定意义。指人、指物均可，等于that not (包含 who not 或 which not）。
